The Cubs signed Japanese pitcher Shingo Takatsu to a minor league deal and have invited him to spring training. He played in the majors with the Chicago White Sox and the New York Mets in 2004-2005. Shingo had a 6.17 era in 23 games in Japan last year...ughh.
My take: If he underproduced in Japan, he has no hope in the MLB.
